The Minister’s Housing Allowance
The minister’s housing allowance (IRS Section 107) is the most significant tax benefit available to ordained ministers. It allows a pastor to exclude a portion of their compensation from federal income tax when used for housing expenses.
- The church board must designate the housing allowance in advance each year — it cannot be retroactive
- The pastor can exclude the lesser of: the designated amount, the actual housing expenses, or the fair rental value of the home
- The exclusion applies to federal income tax but not self-employment tax
- The designation must be in writing in the board minutes before the year begins
For a pastor earning $40,000 with a $15,000 housing allowance, the housing allowance saves approximately $1,650-$2,250 in federal income tax per year.
Salary Benchmarks for Small Churches
- Churches under 50 in attendance: Total compensation typically $25,000-$40,000. Many pastors are bi-vocational.
- Churches 50-100 in attendance: Total compensation typically $35,000-$55,000.
- Churches 100-200 in attendance: Total compensation typically $45,000-$70,000.
The Board Process: How to Set Compensation
- Start with a church self-assessment — what can the church afford?
- Research regional benchmarks using Lifeway or ECFA compensation surveys
- Build the complete package: salary, housing allowance, health insurance or HRA, mileage, continuing education, retirement
- Present to the board before discussing with the pastor
