Leading a small church requires wearing many hat — pastor, administrator, counselor, and janitor, sometimes all before lunch on Sunday. The resources here are designed to help you lead well without burning out.

Church Bylaws

Every church needs bylaws — a written document that defines how the church operates. Bylaws prevent confusion, protect against conflict, and provide a framework for decision-making. If your church does not have bylaws, or if yours have not been updated since the 1980s, start here.

What to include: Name and purpose, membership requirements and process, church officers and their duties, meeting schedules and quorum requirements, financial policies, ministry descriptions, denominational affiliation, amendment procedures, dissolution clause.

Board Meeting Resources

A well-run board meeting honors God, respects people’s time, and makes good decisions. A poorly run board meeting accomplishes nothing and frustrates everyone. The difference is preparation.

Sample Board Meeting Agenda

Church Finances

A budget is a statement of faith. It reflects your church’s priorities and values. But a budget does no good if nobody knows how to manage it. These resources help your treasurer, your board, and your pastor keep the church’s finances healthy and transparent.

Budget Allocation Guidelines

  • Personnel (45–55%): Pastor’s salary, staff, payroll taxes, benefits
  • Facilities (20–30%): Mortgage/rent, utilities, insurance, maintenance
  • Ministry (10–20%): Children, youth, worship, outreach programming
  • Missions (5–10%): Denominational giving, local and international missions
  • Administration (5–10%): Office supplies, technology, professional development

Note: These are guidelines, not rules. Adjust for your church’s size, location, and mission.

Financial Policy Essentials

Clear financial policies prevent misunderstandings and protect both the church and its leaders. At minimum, your church should have policies covering:

  • Handling and counting of offerings
  • Expense approval process and spending limits
  • Pastor compensation and reimbursement
  • Financial reporting frequency and format
  • Restricted funds and designated gifts
  • Annual review and audit procedures

Insurance Checklist

Every church needs adequate insurance coverage. Do not wait until something goes wrong to find out what your policy does and does not cover.

Required coverage: Property insurance, general liability, workers’ compensation, directors and officers (D&O) liability, sexual misconduct liability

Recommended coverage: Volunteer accident insurance, event insurance, cyber liability, employment practices liability (EPLI)

Frequently Asked Questions

Q: Do we really need bylaws? We are a small church.
Yes. Bylaws protect your church and prevent confusion. They are especially important when conflict arises or when a key leader resigns. Every church, regardless of size, should have current bylaws.

Q: How often should we review our bylaws?
At least annually. Set a regular date (January is common) to review and update as needed. Bylaws should reflect how your church actually operates, not how it operated 30 years ago.

Q: Who should be on the church board?
Look for members who are spiritually mature, financially responsible, and committed to the church’s mission. Avoid appointing people based on family name or seniority alone.

Q: How do we handle money responsibly as a small church?
Separate the roles of counting, depositing, and recording. No single person should control all financial transactions. Issue regular financial reports to the congregation. Have an annual review or audit, even if your denomination does not require one.
