The Five Budget Categories and Recommended Percentages
These percentages are guidelines, not rules. Every church is different. Use these as a starting point and adjust based on your specific context.

| Administration | 5-10% | Office supplies, software, website, printing, bank fees |
| Missions and Giving | 5-15% | Denominational giving, missionary support, benevolence fund |
How to Use These Percentages
- Start with your total projected giving. What did the church give last year? What do you realistically expect this year?
- Apply the percentages to get a starting budget. If total giving is $80,000, personnel at 45% = $36,000.
- Adjust based on your specific situation. A church with a paid-off building will have lower facilities costs. A bi-vocational pastor will have lower personnel costs.
- Present to the board for approval. The board should approve the budget before it is presented to the congregation.
Common Budget Mistakes
- Underfunding personnel. A pastor who is underpaid will eventually leave. Adequate compensation is an investment in stability.
- Overfunding facilities. A building that consumes 50%+ of the budget leaves little for ministry. Consider whether the facility is serving the mission or consuming it.
- Underfunding missions. Generosity toward others is a spiritual discipline. A church that gives nothing away is missing something important.
- No contingency fund. Budget 3-5% for unexpected expenses. Something always comes up.
